SWIM LESSONS...OR NOT?

Question

Our soon-to-be 4yo son has been taking a swim lesson once a week at a local swim school for 7 months. He is sometimes nervous in new situations, but showed no hesitancy about his first lesson and has loved the class. He especially loved his teacher, Mr. A.
Last week, he was to start a class at a new time with a new teacher. We explained to him what was happening, and that Mr. A would still be there as the lifeguard on duty. He seemed fine with that until it was time to get in the water. Cue epic meltdown, and refusal to participate, even with Mr. A offering to get in with him. The same thing happened again this week, so we explained that the expectation for swim class is to swim, and we took away a toy for 24 hours. The plan for next week, if he does the same, is no more swim class.

Are we on the right track? We are really at a loss since up until now he’s loved it so much, and don’t know if stopping the class will really teach any lesson here.
