KIDS DON'T DO THEIR CHORES

My question relates to chores and tasks and how to handle matters when they are not completed.
We have x3 kids (8, 7, 5) who each have 3 chores each to do daily.
Regarding chores; many days, some of them don’t get done (example, rubbish not taken from house to bins or bins not brought in from kerb after weekly bin collection).
Regarding tasks (including school homework, guitar practice, 2nd language reading) these are only done if we remind and then monitor (we don’t do the homework with them beyond answering clarifying questions and checking it’s done).
Without finding ourselves micro managing, how do we put the accountability and responsibility for completed tasks onto the kids?
In addition, we are starting to implement pocket money. We agree not to pay for chores. But could we have a contract of sorts where they “pay a fine” and lose that weeks money if chores and tasks are not done? How could we think through this?
