15 YO THINKS HE HAS IT ALL FIGURED OUT...FANCY THAT!

Question

15 yr old is adamant his 13 yr old brother is a liar and will bring it up every chance he gets.

13 yr old was packing for a camp last week and told me he still needed swim trunks. I thought I had put them by his tote but double checked where they are usually stored and the trunks weren't there. 13 yr old says "maybe I didn't look deep enough" (in the tote) but hadn't looked again at that point. I checked his tote and the swim trunks were in the tote.

If this had happened between the siblings the 15 yr old would have said the 13 yr old was lying because he didn't need his swim trunks/they were in his tote. I just write it off as the 13 yr old not taking the time to look through his tote when he told me he didn't have his trunks - they were not easily seen/laying on top.

How can I have a conversation with the 15 yr old to help him understand people are not always lying when he says/thinks they are??
